2 Hollands Close Portsmouth, PO 15 4 FE
Condition: Modern mid-terrace house generally in reasonable order but with some decoration/carpet damage beyond fair wear and tear and a few landlord-responsible repair items outstanding.
Evidence considered
- Landlord cited a letting of an apparently identical 3-bed house in the same road agreed in December 2025 at £1550 pcm, treated as good evidence of market value
- Landlord cited 7 further comparables at £1550–£1795 pcm within half a mile, but these were semi-detached or detached houses, less directly comparable to the subject terraced property
- Tenants cited 7 comparable 3-bed terraced houses in nearby postcodes let at £1250–£1500 pcm, but tribunal considered these in an inferior/older area
- Tribunal relied on its own expert knowledge of local rental values alongside the comparables
Tenant submitted evidence: yes. Landlord submitted evidence: yes.
Tribunal's reasoning
The tribunal found the best evidence to be a near-identical terraced house in the same road let in December 2025 at £1550 pcm, while discounting the landlord's other comparables as semi-detached/detached and the tenants' comparables as older stock in a less desirable area. It assessed the market rent for the property in good condition at £1600 pcm, then deducted £25 pcm to reflect some landlord-responsible disrepair items (carpets and an ensuite leak), while disregarding tenant-caused decoration damage as required by section 14(c) of the Act. This produced a determined rent of £1575 pcm.
